Ask Meta whether this store's Pixel ID actually exists and is writable.

GET /{version}/{pixel_id}?fields=name,is_active with the merchant's own
CAPI token. A 200 proves three things at once that no local check can: the
dataset exists, the token has access to it, and the token is still valid.

Never raises for a "no" answer — a failed verification is a 200 with
verified: false and Meta's own message, because the merchant needs to
read that message. Only a missing store/config is a client error.
